Abstract: The forestry chief system is a major institutional innovation to strengthen the scientific protection, efficient management and rational utilization of forest and grass resources. The rural revitalization strategy is a major decision-making deployment made at the 19th National Congress of the Communist Party of China. Both of them have entered a new stage of development in the historical convergence period of the “Two Centenary Goals”. From the perspective of the changes in the ecological environmental protection responsibilities of party and government leaders, the transformation of the main social contradiction in the new period, and the new stage and new pattern for the development of forest and grass industry, this paper explained the time characteristics of comprehensively promoting the forestry chief system, analyzed the logical relationship between the forestry chief system and rural revitalization, and revealed the connection basis of the two systems in the aspects of driving mechanism, strategic goal, construction content and beneficiaries. Finally, the path of effective connection between forestry chief system and rural revitalization was put forward, including strengthening the leadership of rural grass-roots Party organizations and cadres, optimizing and perfecting the organization and operation mode of forestry chief system, establishing and perfecting the long-term mechanism of “two mountains” transformation, coordinating and implementing the system governance of mountains, rivers, forests, farmland, lakes, grass and sand, and comprehensively enhancing the level of supporting elements for effective connection. It is hoped that this paper can provide theoretical reference for the overall implementation of forest chief system to promote the overall rural revitalization.
