生物多样性视域下野生动物横向生态补偿制度构建

Construction of a horizontal ecological compensation system for wildlife under the perspective of biodiversity

      目的  在野生动物加速灭绝的背景下,根据昆蒙框架和深化生态保护补偿制度改革意见的目标要求,提出构建野生动物横向生态补偿制度。
      方法  论述野生动物横向生态补偿制度构建的必要性与可行性,通过确定补偿与受偿主体、市场化补偿方式以及激励性补偿标准等实现制度构建。
      结果  通过野生动物的保护需要与生态补偿的普通要求明确制度构建的必要性,以公共物品与外部性理论为指导,以跨流域横向生态补偿为实践基础论述可行性。在制度构建上,将不同层级、不同区域的优化和重点开发区域以及限制和禁止开发区域确定为野生动物受益和保护地区,分别作为补偿与受偿主体。提出野生动物增量责任指标交易,推动补偿与受偿主体间就野生动物增量责任指标进行市场化补偿。提出以费用分析法为基础,测算野生动物保护基础成本为下限值,通过野生动物增量责任指标交易实现对受偿主体的激励性补偿。
      结论  野生动物横向生态补偿制度将各社会主体纳入生态补偿体系,通过全社会间野生动物增量责任指标的市场化交易,实现对野生动物保护主体的激励性补偿,持续作用于野生动物保护工作。

     

    Abstract:
      Objectives  Against the background of the accelerated extinction of wildlife, the construction of a horizontal ecological compensation system for wildlife was proposed in accordance with the Kunming framework and the objective requirements of the opinions on deepening the reform of the ecological protection compensation system.
      Methods  We discussed the necessity and feasibility of constructing a horizontal ecological compensation system for wildlife. The main body of compensation and compensation,the market-oriented compensation method, and the incentive compensation standard were determined to realize the construction of the system.
      Results  The necessity of wildlife protection and ecological compensation was clarified, and the feasibility was discussed based on the theory of public goods and externalities and the practice of cross-basin horizontal ecological compensation. In the construction of the system, different levels and regions of optimization and key development areas, as well as restricted and prohibited development areas, were established as wildlife benefit and protection areas, and were respectively established as the main subjects of compensation and reimbursement. It proposed trading of wildlife incremental responsibility indicators and promoted market-based compensation for wildlife incremental responsibility indicators between compensation and compensation subjects. Based on the cost analysis method, it was suggested to measure the base cost of wildlife protection as the lower limit value, and realize the incentive compensation for the compensated subject through the wildlife incremental responsibility index trading.
      Conclusions  The horizontal ecological compensation system for wildlife incorporated all social subjects into the ecological compensation system, realized the incentive compensation for wildlife protection subjects through the market-oriented trading of wildlife incremental responsibility indexes among the whole society, and works continuously for wildlife protection.
