亚洲象国家公园人象冲突缓解措施研究

Research on mitigation measures for human-elephant conflict in Asian Elephant National Park

  • 摘要:
      目的  亚洲象国家公园是我国亚洲象保护和缓解人象冲突的关键区域,探索切实有效的人象冲突缓解措施是亚洲象国家公园的重要任务,对保障当地居民生命财产安全、促进人与自然和谐共生具有重要意义。
      方法  在分析研究区域人象冲突现状的基础上,结合亚洲象国家公园实际,提出切实有效的人象冲突缓解对策。
      结果  实践表明:①栖息地恢复工程能够提升栖息地适宜性较高斑块之间的连通性,扩大适宜栖息地面积及完整性;②计划烧除能有效增加亚洲象的食源,减少亚洲象扩散到森林外采食农作物的频率;③监测预警是有效保障当地居民生命财产安全的措施,需进一步建立健全亚洲象监测预警体系;④受损的当地居民能通过野生动物肇事公众责任险获得一定补偿,但亚洲象公众责任保险机制仍需进一步完善;⑤亚洲象肇事补偿金额无法达到当地居民心理预期,需推行惠民政策激发当地居民主动保护亚洲象。
      结论  通过亚洲象国家公园建设,科学有序地推进栖息地恢复、计划烧除、监测预警体系、野生动物公众责任险、加大政策支持力度等关键措施,构建人象和谐、生态保护、绿色发展相统一的亚洲象国家公园,以期对以旗舰物种为主要保护对象的国家公园建设提供参考。

     

    Abstract:
      Objectives  The Asian Elephant National Park is a crucial area for Asian elephant conservation and human-elephant conflict mitigation in China. Exploring effective measures to alleviate human-elephant conflict is an important task of the Asian Elephant National Park, which is essential for safeguarding the lives and property of local residents and promoting harmonious coexistence between humans and nature.
      Methods  Based on the analysis of the current status of human-elephant conflict in the research area, combined with the actual situation of the Asian Elephant National Park, effective strategies to mitigate human-elephant conflicts are proposed.
      Results  Practical experience showed: (1) Habitat restoration can enhance connectivity between patches of high-suitability habitats, expanding suitable habitat areas and improving their integrity. (2) Planned burning can effectively increase the food sources for Asian elephants, thereby reducing the frequency of elephants venturing outside forests to feed on crops. (3) The establishment of a sound monitoring and early warning system for Asian elephants was an effective measure to ensure the safety of local residents' lives and property, and should be further developed. (4) Local residents affected could receive some compensation through public liability insurance for incidents involving wildlife.However, the public liability insurance mechanism for Asian elephants required further improvement. (5) Compensation for damages caused by Asian elephants falls short of the psychological expectations of local residents, necessitating the implementation of people-oriented policies to encourage local residents to actively protect Asian elephants.
      Conclusions  Through the construction of the Asian Elephant National Park, systematically advancing habitat restoration, planned burning, monitoring and early warning system, public liability insurance for wildlife, and increasing policy support, establishing an Asian elephant national park that harmonizes human-elephant relations, ecological protection and sustainable development. This can serve as a reference for the construction of national parks with flagship species as the main conservation targets.
